Greenhouse Development Rights

Radical Plan to Curb Carbon Emissions Worldwide

The Stockholm Environment Institute promotes what it calls a Greenhouse Development Rights (GDR) framework, which makes the radical, economy-killing Kyoto Protocol look moderate by comparison. The Institute calls for enormous cuts in greenhouse gas emissions and mandates a massive transfer of wealth from developed to developing nations. The idea is pie-in-the-sky—except that important people are starting to pay attention to it.
